Is Eye Of North the newest Guild Wars, and do it got all the new classes that was in factions?

Eye of the North is an expansion, not a stand alone game. You need one of the other games and a pre-existing character of at least level 10 to play there. There are no new character classes in Eye of the North, nor does purchase of the game get you any additional character slots.
