EotN is an expansion, not a campaign. You can't create characters there, just access the area with your existing characters. Any character that's Level 10 or higher can access the Eye of the North content. Just take your character to any port city (LA, Kaineng, Kamadan) and a new quest will be available to transfer to EotN.
